New York Information Exchange Network (IEN)

The New York IEN effort is focused on the adaptation of Castle Rock's Condition Acquisition and Reporting System (CARS) as the statewide source of information on highway conditions with linkage to existing dispatch and incident systems throughout the state. CARS uses the World Wide Web to allow authorized staff to input construction, accident, delay, and other roadway, weather and transit (bus, rail, airport, ferry) event information into a statewide event database.

New York State’s CARS will be composed of various different modules. These development modules will each create independent pieces of software that will plug and play using national ITS standards as center-to-center (C2C) interfaces between each module. These modules include Dynamic Message Sign (DMS) and Closed Circuit Television (CCTV) software, 511 system and 511 website.

New York’s CARS will get data feeds from existing systems throughout the state in order to display appropriate events in CARS. These systems will include the NYSDOT Winter Traveler Advisory System, as well as Traffic Camera feeds and Speed Map data from the Albany/Capital region, with plans to expand to similar systems throughout the state.

This information will be disseminated through 511 automated phone systems, LPFM (Low Power FM) radio and the New York 511 website.

Castle Rock applies national and international standards to the task of building modular subsystems and components, providing plug-and-play interoperability between separately-developed systems. New York State’s CARS will also be linked to Computer Aided Dispatch systems and Traffic Management systems on an expanding basis.

A unique module Castle Rock is building for NYSDOT is to be used for emergency management operations. It will be used statewide to track resource deployments operating in response to emergency conditions and also track the status of the various transportation systems throughout the state (rail, transit, ferries, etc.).
