Since 1987, Castle Rock has supported the Virginia Department of Transportation in the research design and development of electronic toll collection for the Dulles Toll Road facility. As the system reached deployment, Castle Rock was selected to establish the service center to distribute the toll tag transponders, administer the accounts, and provide service support to the toll facilities.

Currently, Smart Tag users can pay tolls electronically at five toll facilities (the Dulles Toll Road, the Dulles Greenway, the George P. Coleman Bridge, the Powhite Parkway Extension and the RMA Expressway System. Castle Rock performs as a clearinghouse for the Virginia Toll facilities in that travelers may sign up for the service either on-line, by mail, or by walk-in service to one of the service centers. Once signed up, accounts are debited by credit cards or check payments and upon each transaction, funds are transferred to VDOT accounts.
