CARS  - Condition Acquisition and Reporting System

CARS (Condition Acquisition and Reporting System) is a road reporting system that creates a multi-state database of highway events. Authorized staff use CARS as a centralized database of incidents and other traffic-related situations at the statewide level to facilitate the sharing of travel information with the public and with external agencies. CARS provides a single point of data entry that supports information dissemination via multiple media.

CARS servers also support routine DOT dispatch, press release and emergency response activities. CARS software supports manual entry of incidents, accidents, special events, parking, construction, weather and road condition information. System operators use clickable maps and menu-driven data entry screens to update event information in the central database. Field data inputs are also utilized in some states, via web-enabled cell phones. Where ITS monitoring systems are available, automated data inputs can also update CARS incident databases directly.

The real-time, multi-state CARS databases drive regional traveler information web pages, 511 phone systems, Dynamic Message Signs (DMS), Highway Advisory Radio (HAR) and Low Power FM Radio (LPFM) travel information systems directly, without further manual input. In this way, CARS acts as the hub of state-wide and regional traveler information systems, bringing multiple agencies together and creating state-wide virtual Traffic Management Centers.
